N’Djamena Demonstrates Resilience Against Floods Through Proactive Measures

In early October 2024, N’Djamena, the capital of Chad, faced significant flooding risks as the Chari River reached 8.18 meters, one meter higher than during the catastrophic floods of 2022. Since July 2024, floods have claimed 576 lives and displaced 1.9 million people across the country, marking one of the most devastating disasters since the 1960s. These events underscore the impact of climate change on the Sahel region.

N’Djamena experienced a notable difference this year due to preventive measures taken by the government, in collaboration with the Integrated Flood Control and Urban Resilience Project (PILIER), supported by the International Development Association. The project, which commenced operations in October 2023, implemented an emergency plan of approximately $13 million to prepare for potential significant flooding in 2024.

Between April and September 2024, PILIER undertook extensive cleaning of the city’s water drainage network, totaling 250 kilometers, and the outfalls along the Chari River. Additionally, damaged roads were re-profiled to enhance drainage. This proactive approach marked the first citywide cleaning, allowing for improved water flow and drainage. Large-capacity motor pumps were also installed to facilitate the movement of rainwater.

Sarmadji Oumar, the director of roads at N’Djamena’s city hall, stated, “These contributions have enabled us to empty the rainwater retention basins and facilitate drainage. Today, we escaped disastrous floods.” This year, fewer than 3,000 households were affected, a stark contrast to the over 70,000 households impacted last year.

Monitoring teams were vigilant in tracking rising water levels, as road officers like Abakar Moustapha and Yves Allaramadji worked round-the-clock to respond swiftly. The government also reinforced emergency dikes and addressed vulnerable areas along the Chari River to contain extensive flooding.

Community members expressed gratitude at witnessing the city’s proactive measures. Sheikh Adam Ismail, the imam of Idara Mosque, remarked on improved access to his mosque due to canal cleaning efforts. Market vendor Rémadji Aline also noted increased customer attendance despite heavy rains, reflecting the positive impacts of the cleanup operations.

Beyond reducing flood risk, the PILIER contingency plan includes emergency response initiatives to assist flood victims. This plan encompasses the provision of canoes, communication tools, life jackets, and essential supplies such as drinking water and sanitary kits, alongside funding agreements with local organizations for awareness and rehabilitation efforts regarding flooded schools and health centers.
