On March 4, the Rwandan government expressed strong disapproval of a statement issued by Global Affairs Canada regarding the crisis in eastern Democratic Republic of Congo (DRC). The statement, signed by Foreign Affairs Minister Mélanie Joly and other Canadian officials, accused Rwanda of having its Defence Force in the DRC and supporting the M23 group, leading to the imposition of sanctions against Rwanda.
Rwanda criticized Canada for its claims, asserting that attributing blame solely to Rwanda while failing to hold the DRC accountable does not contribute to the peace process in the region. The Rwandan government highlighted the ongoing bombings and assaults on Banyamulenge villages in South Kivu carried out by FARDC, FDLR, and Wazalendo, calling attention to Canada’s neglect of these significant human rights violations.
In response to the accusations, Rwanda announced intentions to seek clarification from the Canadian government. Furthermore, the Canadian statement alleged that the conflict in DRC arises from Rwanda’s actions and mentioned the suspension of permits for the export of controlled goods to Rwanda, alongside halting government-to-government initiatives.
In light of these developments, Rwanda firmly stated that punitive measures against it would not resolve the ongoing conflict and affirmed its commitment to African-led mediation efforts while ensuring national security is safeguarded.
