The Commonwealth of Pennsylvania has selected Civix to implement a new election management system aimed at improving accuracy, security, and voter accessibility. This system will enhance the current voter registration processes and election results reporting, expected to be fully operational by 2028. Civix will also manage campaign finance reporting, replacing existing systems for a more integrated approach.
Secretary of the Commonwealth Al Schmidt recently announced that Civix will oversee the implementation of a new election management system in Pennsylvania. This initiative aims to improve the accuracy and security of elections, while also enhancing voter registration and ballot tracking. The system will be rolled out in phases and mirrors similar upgrades in states such as Georgia and Texas.
Schmidt emphasized that the Shapiro Administration views this contract as essential to maintaining secure elections. He stated, “A modern, streamlined election management system is a critical tool that our 67 county boards of elections need, and our voters expect.” Civix is expected to customize the system by 2028.
Pennsylvania has utilized the Statewide Uniform Registry of Electors (SURE) system since 2003, allowing counties to update and manage voter registrations statewide. Schmidt noted, “The SURE system has undergone extensive upgrades and security enhancements in the last 22 years.” However, Civix will eventually replace SURE along with the current Election Night Reporting and campaign finance systems.
The Civix system will provide a public portal for access to election data, allowing citizens to find information regarding voter registration and upcoming elections. It will also offer timely unofficial election results by tracking data based on counties after polls close.
Chosen from a range of seven proposals following a May 2024 solicitation, Civix was selected after an extensive evaluation process involving elections experts. Phillip Braithwaite, CEO of Civix, expressed pride in this partnership, stating, “We are committed to delivering innovative, future-ready solutions that enhance transparency, efficiency, and accessibility in election administration and ethics oversight.”
