Notably, two prominent leaders, President Abdelmadjid Tebboune of Algeria and President Kais Saied of Tunisia, did not attend the summit.

Reports suggest that both leaders chose to forgo participation in protest against the nature of the summit, labeling the proceedings as “pre-packaged” and heavily influenced by a limited number of countries. In their absence, they designated representatives to convey their positions instead.
