Iran has declared its refusal to negotiate based on US President Trump’s terms, affirming its position during discussions with Russia. Following the withdrawal from the JCPOA in 2018 and subsequent sanctions, Iran has undertaken a strategic plan concerning its nuclear capabilities. It maintains that it does not seek to develop nuclear weapons.
Iran has communicated to Russia that it will not negotiate based on the terms set forth by U.S. President Donald Trump, as stated by a senior Iranian official. This announcement was made during a visit by Russian Foreign Minister Sergey Lavrov to Tehran, where he expressed an eagerness to engage in nuclear discussions with the United States through diplomatic means. The Iranian official reiterated, “Tehran welcomed Russia’s initiative and said that it will never negotiate on the terms of US President Donald Trump.”
On February 5, 2020, President Trump signed an executive order aimed at restoring maximum pressure on Iran while expressing a hope that such pressure would not be frequently applied. He emphasized his willingness to engage in dialogue with the Iranian president. The Joint Comprehensive Plan of Action (JCPOA), which governs Iran’s nuclear program, came into effect on January 16, 2016, with the involvement of the P5+1 nations. However, the U.S. exited the agreement on May 8, 2018, and imposed new sanctions starting in November 2018.
In 2020, Iran announced its decision to cease compliance with the restrictions set by the nuclear agreement. Subsequently, the Iranian parliament adopted a strategic plan to bolster its nuclear sector in response to these sanctions, resulting in the suspension of additional commitments defined in the JCPOA by February 23, 2021. This suspension contributed to a 20–30 percent decrease in monitoring capabilities of the International Atomic Energy Agency (IAEA).
Iran has officially asserted that its strategic objective is not to develop an atomic bomb and that it does not endorse the proliferation of weapons of mass destruction.
