Qatar has called for international efforts to bring Israeli nuclear facilities under IAEA oversight and for Israel to join the NPT as a non-nuclear state. Ambassador Jassim Yacoub Al Hammadi stated the necessity of upholding UN resolutions and criticized Israel’s aggressive policies. Qatar also submitted a memorandum to the ICJ concerning Israel’s obligations to UN operations.
On March 8, 2025, the State of Qatar urged for enhanced international efforts to place all Israeli nuclear facilities under the oversight of the International Atomic Energy Agency (IAEA) and called for Israel’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) as a non-nuclear state. This address was made by HE Jassim Yacoub Al Hammadi, Qatar’s Ambassador to the United Nations, during a session of the IAEA Board of Governors in Vienna regarding Israel’s nuclear capabilities and the situation in the occupied Palestinian territories.
In his remarks, HE Al Hammadi highlighted the responsibilities that the international community must uphold in accordance with UN resolutions and the mandates laid out during the 1995 Review Conference of the NPT, which specifically urged Israel to submit its nuclear facilities to IAEA safeguards. He pointed out that all Middle Eastern states, with the exception of Israel, are signatories to the NPT and maintain effective safeguard agreements with the IAEA.
Moreover, HE Al Hammadi criticized Israel’s ongoing aggressive policies, which include calls for the forced displacement of Palestinian people, escalating military actions within the West Bank, obstructing humanitarian aid to Gaza, and imposing restrictions on United Nations relief operations.
Recently, Qatar submitted a memorandum to the International Court of Justice (ICJ) regarding Israel’s obligations related to UN operations. In this document, Qatar emphasized Israel’s responsibility to facilitate the activities of the UN and humanitarian organizations, particularly in protecting UN property and personnel in accordance with international law.
HE Al Hammadi concluded by stressing the necessity for the international community to take resolute measures to ensure Israel’s compliance with international resolutions, advocate for the Palestinian people’s right to self-determination, and promote stability in the Middle East to mitigate potential global threats.
In summary, Qatar emphasizes the importance of international cooperation to hold Israel accountable regarding its nuclear facilities and obligations under international law. The country calls for Israel to join the NPT and respect the rights of the Palestinian people, highlighting the urgent need for the global community to enforce existing resolutions for lasting peace in the region.
