A delegation from the Forum of Parliamentarians in the International Conference on the Great Lakes Region (PF-ICGLR) is currently in Uganda to conduct a fact-finding mission regarding peace and security in the Eastern Democratic Republic of Congo (DRC). The group, led by Rt. Hon. Nelly Mutti Butete, the Speaker of the National Assembly of Zambia and President of PF-ICGLR, is scheduled to meet with President Yoweri Museveni during their visit.
Upon welcoming the delegation, Speaker Anita Among expressed gratitude for their commitment to achieving regional peace. She emphasized Uganda’s endorsement of African-led solutions for the continent’s challenges. “As Africans, we have always agreed that African problems can only be solved locally,” she stated, commending the initiative of engaging heads of state to facilitate peace.
Speaker Among reiterated Uganda’s dedication to maintaining regional peace, underscoring the significance of stability in the DRC for the overall security of the Great Lakes Region. She noted, “Problem-solving is why they are here… it begins with us.”
Moreover, Among acknowledged Uganda’s ongoing participation in the forum and confirmed that the country is up to date with its financial obligations. Then, Butete outlined the delegation’s objectives, stressing the necessity of regional leaders in addressing conflicts. “Without peace, we cannot interact, and even regional integration cannot prosper. Peace is a precursor to development,” she remarked.
Butete further emphasized that African nations must assume command of their security matters, steering clear of external interventions. According to her, “We don’t want to invite strangers to come and intervene in our affairs when we have responsible leaders in our presence who can take charge.”
The findings from this mission will be presented to the PF-ICGLR plenary in April for further deliberations at higher levels. As Butete concludes her term as forum President, she highlighted the necessity for significant progress prior to the leadership transition to Angola. Uganda continues to be an influential participant in efforts to ensure regional peace and security, advocating for home-grown solutions to the continent’s challenges.
