The Council expressed deep concern regarding recent developments in Sudan, notably the announcement from the Rapid Support Forces (RSF) regarding the establishment of a parallel government. This move was condemned due to the severe risks it poses to the country’s unity and stability. The PSC emphasized that no entity attempting to govern any part of Sudan would receive international recognition or support.
Affirming its commitment to Sudan’s sovereignty and territorial integrity, the Council acknowledged the humanitarian crisis exacerbating due to conflict, which has displaced over 12 million Sudanese civilians. It called on all involved parties to cease hostilities and contribute to peace talks during Ramadan, focusing on a comprehensive resolution to restore the nation’s unity.
The PSC reiterated its dedication to working alongside Sudanese stakeholders to develop lasting solutions and implement the AU Roadmap for conflict resolution. Additionally, it highlighted the necessity of resuming a democratic constitutional order through the AU/IGAD Political Dialogue and the important Jeddah Declaration signed by both the Sudanese Armed Forces and RSF in May 2023.
Moreover, the Council supported the initiatives of both the PSC Ad-hoc Presidential Committee and the High-Level Panel aimed at achieving a consensual political solution to this crisis while reaffirming its commitment to remain actively engaged in the ongoing situation in Sudan.
