European Union Backs Arab Plan for Gaza Reconstruction Under Egyptian Leadership

The European Union has expressed strong backing for an Arab Recovery and Reconstruction plan for Gaza presented by Egypt. EU High Representative Kaja Kallas affirmed the plan’s significance in discussions about Gaza’s future, highlighting support for a Palestinian state and the importance of a secure political framework. The EU also aims to prevent Hamas’s involvement in governance and continues to support the Palestinian Authority’s return to Gaza control.

On March 12, 2025, European Union High Representative for Foreign Affairs and Security Policy, Kaja Kallas, praised an Arab Recovery and Reconstruction plan put forth by Egypt during an extraordinary summit in Cairo. Kallas indicated that this plan is a significant step towards discussions concerning Gaza’s future, and stated, “We will be discussing these ideas with our Arab partners.”

The EU displayed its ongoing commitment to supporting the establishment of a Palestinian state, which would encompass Gaza. During a Cairo meeting on March 4, Arab leaders endorsed a $53 billion plan proposed by Egypt, set to unfold over five years. This initiative aims to ensure that Gaza residents can remain on their lands as the PA, led by President Mahmoud Abbas, is expected to reclaim authority over the Gaza Strip under the revived plan. This approach offers a different route than a proposal by former US President Donald Trump that sought to transform Gaza into the “Riviera of the Middle East.”
