Born on September 26, 1941, in Barcelona, Mr. Cerro held a degree in Law and embarked on his diplomatic career in 1968.

During his distinguished career, Mr. Cerro served at various Spanish diplomatic missions including those in Addis Ababa, Paris, and Peru, and also represented Spain at the Organization of American States (OAS) and United Nations agencies in Geneva. In 1985, he advanced to the role of deputy director general for the Office of Diplomatic Information and two years later became the Spanish ambassador to Paraguay, a position he maintained until 1993.

Following his tenure in Paraguay, he was appointed consul general in Havana. Mr. Cerro later served as Spain’s ambassador to Ecuador from 1997 to 2001. In recognition of his contributions, he was elevated to the rank of First Class Plenipotentiary Ambassador in 2008, following a proposal by the then Minister of Foreign Affairs, Miguel Ángel Moratinos, and subsequently held the position of Consul General in Argentina from 2008 to 2010.
