UNHCR Regional Flash Update #18: Current Situation in Syria as of March 2025

As of March 14, 2025, approximately 354,900 Syrians have returned to Syria following recent conflicts. A Constitutional Declaration was signed to advance political reform, despite ongoing violence in several regions that has resulted in significant civilian casualties and displacement.

As of March 14, 2025, the UNHCR reports that approximately 354,900 Syrians have returned to Syria from neighboring countries since December 8, 2024. This estimate is derived from a triangulation of data sources both within and outside Syria, encompassing registered refugees and other individuals entering through Türkiye, Lebanon, Jordan, Iraq, and Egypt, as well as from regions beyond.

On March 13, 2025, the Caretaker Authorities in Syria formalized a Constitutional Declaration. This action followed the March 10 announcement regarding the integration of the Syrian Democratic Forces (SDF) into the institutions of the Syrian state. The UN Special Envoy for Syria, Geir Pedersen, has described this declaration as a significant step towards reinstating the rule of law and expressed hope that it could serve as a robust legal foundation for a credible and inclusive political transition.

However, since March 6, escalating conflicts in the regions of Tartous, Lattakia, Homs, and Hama have led to numerous civilian casualties, property destruction, and extensive displacement affecting thousands of individuals in the coastal areas.

This situation remains critical as humanitarian concerns rise amidst the ongoing unrest, and efforts for political transition gain momentum.

The UNHCR provides a troubling overview of the current situation in Syria, with nearly 355,000 individuals having returned since December 2024 and continual conflicts leading to civilian harm. The recent Constitutional Declaration aims to foster political stability, though violence persists, complicating humanitarian efforts and recovery in affected regions.
