On March 6, 2025, a low-pressure system developed in the southwestern basin of the Indian Ocean, evolving into the tropical cyclone “JUDE.” This system made landfall on March 10 in the Mossuril district of Nampula province, accompanied by wind gusts of up to 195 km/h and intense rainfall exceeding 250 mm within 24 hours. Following its landfall, JUDE weakened into a severe tropical storm affecting the northeastern Zambezia province, particularly the Gilé and Pebane districts. By March 12, the storm continued to unleash heavy rainfall as it headed back toward the Mozambique Channel, anticipated to exit the continent by March 13. Flood alerts are now in place across Nampula, Zambezia, Tete, Manica, and Sofala due to the adverse weather.
The government has provided initial data on the storm’s impact, although significant information gaps remain, complicating the ability to accurately assess the situation. Preliminary assessments indicate fewer than 5,000 individuals have been affected, while government and humanitarian estimates suggest that the actual number could range between 120,000 to 275,000 individuals impacted by Tropical Storm JUDE.
In response, the Shelter Cluster has assessed its capabilities within the province, identifying partners with local presence and the ability for effective deployment and delivery of supplies. It continues to coordinate closely with local authorities to ensure timely communication regarding the ongoing situation. Furthermore, partners are positioned across provinces to conduct needs assessments when conditions permit, with coordination efforts extending to Quelimane to bolster relief activities. An estimated number of individuals in need, along with targeted populations, response activities, and funding requirements, has been submitted to OCHA for the Flash Appeal.
