This commitment was made during the ninth Brussels Conference titled “Standing with Syria: Meeting the Needs for a Successful Transition.” The funds are designated for use through the United Nations and various other organizations, with a significant portion aimed directly at assisting the Syrian population, circumventing the transitional government.
The German Foreign Ministry specified that this funding is intended to tackle critical humanitarian needs such as food assistance, healthcare, emergency shelter, and protection for vulnerable groups. At the same conference, European Commission President Ursula von der Leyen announced a substantial aid package of nearly €2.5 billion earmarked for Syria’s socio-economic recovery and transition, scheduled for 2025 and 2026. Minister Baerbock highlighted the necessity of an inclusive political framework, asserting, “As Europeans, we stand together for the Syrian people, for a free and peaceful Syria.” Furthermore, she urged Syria’s transitional government to conduct investigations into the civilian killings that occurred in Alawite-majority villages and ensure accountability for the perpetrators.
