Military leaders from Rwanda and Uganda convened for their fourth Proximity Commanders’ meeting in Mbarara to assess security along their shared border. On March 20, 2025, the Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) convened their fourth Proximity Commanders’ meeting in Mbarara, Uganda. The purpose of the meeting was to evaluate the prevailing security concerns and to address challenges affecting border communities between the two nations. This session coincided with the arrival of Gen. Muhoozi Kainerugaba, Chief of Defence Forces of UPDF, to Rwanda.
Attendees of the three-day meeting included RDF infantry division commanders and staff led by Brig Gen. Pascal Muhizi, and UPDF second infantry division commanders and staff led by Maj Gen. Paul Muhanguzi. The discussions focused on reviewing progress from prior meetings, particularly in relation to illegal cross-border activities and contemporary security threats that may impact border integrity.
Both delegations aimed to enhance collaboration within border communities while devising strategies to mitigate illegal activities. Maj Gen. Paul Muhanguzi expressed gratitude towards the leadership of both nations for their ongoing support in facilitating these meetings, noting that substantial progress has been made in fostering a secure environment for border communities.
Brig Gen. Pascal Muhizi echoed these sentiments, emphasizing the successful outcomes of the previous meetings concerning cross-border illicit activities. Before the meetings officially commenced, both delegations visited Ntungamo District, where they were welcomed by local leaders, including Samuel Mucunguzi, Chairman of Ntungamo District Local Council. Mucunguzi highlighted the positive impact of joint security meetings on improving collaboration and addressing shared border challenges.
The fourth Proximity Commanders’ meeting between the RDF and UPDF demonstrates a strong commitment to enhancing security and cooperation along the Rwanda-Uganda border. With representatives from both military forces emphasizing successful progress and ongoing collaboration efforts, it is evident that these meetings serve as essential forums to address challenges and foster socio-economic relationships between the two nations’ border communities.
