On March 20, 2025, military commanders from the Rwanda Defence Force (RDF) and the Uganda People’s Defence Forces (UPDF) gathered in Mbarara, Uganda, for their fourth Proximity Commanders’ meeting. This session aimed to evaluate the current security conditions along their shared border, address community challenges, and enhance security measures. General Muhoozi Kainerugaba, Chief of Defence Forces of UPDF, attended the opening day of this three-day conference.
The meeting was attended by RDF infantry division commanders, including Brigadier General Pascal Muhizi, and UPDF commanders led by Major General Paul Muhanguzi. The delegations engaged in discussions focused on previous recommendations aimed at tackling illegal cross-border activities and contemporary security threats. They conveyed their commitment to foster a secure environment for border communities through improved collaboration.
General Muhanguzi remarked on the guidance from both nations’ leadership, emphasizing the importance of ongoing discussions for the prosperity of border communities. He expressed satisfaction with the progress made since the initial meetings and praised the regular communication between commanders regarding security issues. Brigadier General Muhizi appreciated the hospitality shown to his delegation and highlighted the successful outcomes of the previous meetings in combating cross-border crimes.
Prior to the meeting, the delegates made a courtesy visit to Ntungamo District, where local leaders, including Chairman Samuel Mucunguzi, acknowledged the significance of the joint security efforts between the two nations. He indicated that such meetings greatly benefited both countries in confronting shared border challenges while enhancing economic collaboration within their communities.
The fourth Proximity Commanders’ meeting represented a significant step in enhancing cooperation between Rwanda and Uganda in addressing common security challenges. Continued communication and collaboration among military commanders are pivotal to fostering stability in border communities.
