Zelensky Announces Receipt of U.S. Proposal for Rare Earth Elements Agreement

Ukrainian President Volodymyr Zelensky announced on Friday that Ukraine has received an official proposal from the United States regarding a rare earth elements agreement. During a press conference held in Kyiv, he confirmed that relevant experts would review the draft agreement presented by the U.S.

Zelensky indicated his intention to approve a version of the agreement aligned with Ukraine’s interests. He remarked, “If there is a risky situation for us, I will, of course, share it with our people without any reservations.”

He made it clear that the agreement would not impose any debt on Ukraine. Zelensky mentioned that any potential future support packages from the U.S. might come with specific conditions.

In addition, he discussed a recently reached agreement with the United States in Saudi Arabia, which seeks to establish a ceasefire with Russia, particularly concerning the Black Sea and energy infrastructure. He emphasized the necessity of a monitoring mechanism to ensure compliance with the ceasefire, remarking that without it, the agreements are likely to fail.

Zelensky noted that the United States is evaluating the situation and will consult with Saudi Arabia, Turkey, and other European nations regarding their readiness to implement monitoring operations. He pointed out that Saudi Arabia lacks the means for monitoring the ceasefire related to energy.

Discussing Russian President Vladimir Putin’s suggestion to create a “temporary administration” in Kyiv, Zelensky asserted that this is merely a tactic to prolong the war. He stated, “his statement is just an attempt to prolong the war. All he is doing is delaying the negotiation process and the possibility of taking steps to end the war.”

The ongoing military invasion by Russia, which began on February 24, 2022, is predicated on the demand that Ukraine renounces its aspirations to join Western military alliances. Ukraine firmly considers this demand as an unacceptable interference in its sovereignty.
