On Wednesday, Morocco’s General Directorate of National Security (DGSN) entered into a partnership agreement with the Kingdom Judicial Agency (AJR) at the Ministry of Economy and Finance. The agreement aims to bolster cooperation in representing state interests in judicial matters. The signatories included Economy and Finance Minister Nadia Fettah, DGSN Director General Abdellatif Hammouchi, and Kingdom Judicial Agent Abderrahman Lamtouni, highlighting their commitment to enhancing collaborative efforts.
The newly established agreement is designed to manage litigation more effectively, assess risks, and defend the state’s interests in court. Moreover, this partnership seeks to develop legal capabilities, exchange expertise, and improve administrative services aimed at fostering public trust in the governance processes. Significantly, the agreement outlines commitments by signatories to coordinate defense strategies and oversee the execution of favorable judgments for the DGSN and its personnel.
Importantly, the agreement reinforces the defense rights of police officers, ensuring the application of the “State Protection” principle for those facing assaults during duty. To facilitate the effective implementation of this partnership, a Steering Committee will be formed to create joint action plans and outline the cooperation’s strategic direction. Additionally, a Technical Committee will operate to execute the approved action plans and propose future initiatives.
This agreement builds upon DGSN’s ongoing efforts to enhance institutional cooperation. Notably, a previous partnership with the National Human Rights Council (CNDH) was established in September 2022, focusing on training and capacity-building for law enforcement. This partnership recently initiated a training program to address migration and Morocco’s international obligations to uphold the rights of migrants.
The DGSN’s 2024 annual report indicates significant advancements, including a 10% decrease in violence when compared to the prior year. The report detailed the documentation of 755,541 criminal cases with an impressive 95% resolution rate. Furthermore, the agency succeeded in dismantling 947 organized crime networks and apprehending 1,561 individuals. Their digital transformation efforts culminated in the issuance of approximately 4.7 million electronic national identity cards in 2024, alongside securing the Vice Presidency for Africa at Interpol during the 92nd General Assembly held in Glasgow.
