They emphasized that South Sudan is at a critical point as it transitions once more, marked by active conflicts involving government forces and various militias. Such clashes have led to horrific violations, including forced displacements and unlawful killings, necessitating increased governmental action to safeguard civilian lives.
Despite the South Sudanese Parliament enacting crucial transitional justice laws, the inertia surrounding the establishment of the Hybrid Court—as outlined in the Revitalized Peace Agreement with the African Union—compromises efforts toward accountability and lasting peace. Furthermore, the negative trend of declining civic space continues to be evidenced by the unchecked power of the National Security Service, which has exploited the 2024 Act to suppress fundamental rights and freedoms. An illustrative case is the ongoing arbitrary detention of Emmanuel Monychol, editor of the Dawn newspaper, since December 2024.
As pointed out by the Commission, the sluggish progress on implementing South Sudan’s peace agreement fosters a climate of impunity, exacerbating human rights violations. Given these circumstances, there is an urgent need for robust international measures to prioritize human rights and strengthen accountability in South Sudan. It is essential for the Council to sustain its scrutiny of the situation and extend the mandate of the Commission for an additional two years, thereby facilitating continued efforts in accountability.
